Exploring The Path Of Social Work Participating In Urban Community Governance ——A Case Study Of The "Linkage Of Five Social Organizations" Project In X Community

The report of the 19th National Congress of the Communist Party of China points out that we shall create a social governance pattern featuring joint construction,joint governance and sharing.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China（hereinafter referred to as the "CPC"）proposes to improve the social governance system featuring social coordination and build a community of social governance in which all the people participate.In particular,communities constitute the basic unit of society,innovation in community governance is the starting point and foothold for promoting innovation in social governance,and social work becomes a participant in community governance and plays a key role in community governance.In this context,the Inner Mongolia Autonomous Region actively explore a new community governance model,in May2021 in the region to carry out the "five cooperatives linkage" pilot work.In this paper,Hohhot X community "five communities linkage" project as a case,in order to understand the difficulties encountered in social work participation in community governance,and give optimization recommendations.Based on the theory of multi-subject governance,social ecosystem and good governance,the author uses the methods of participatory observation,literature and semi-structured interviews to study the objectives.The first part is mainly about the background of "Wushe Linkage",which introduces the difficulties and challenges faced in the process of community governance,and then analyzes the relevant contents of "Wushe Linkage" community governance.The second part is the analysis of the practice and predicament of social work.Based on the author’s experience,the author investigates and interviews the service mechanism,activities and objectives of social work in community governance.The third part is the use of SWOT analysis of social work to participate in community governance optimization suggestions.It is found that the emergence of "Five Cooperatives" has promoted the professionalization and professional development of social work,but it also shows important problems in its participation in community governance practice.Only when we dare to reform ourselves can we win historical initiative for social work,and we sincerely hope that social work can abide by the professional value of "peopleoriented,self-help" and contribute to the grass-roots governance innovation in our country.
