Supervisory system in ancient China,with the feudal society production and appear,from Qin and Han dynasty to Qing dynasty,has a history of more than two thousand years.In the Ming Dynasty,the development of the feudal system was more complete and rigorous.As an important part of the supervision system in the Ming Dynasty,the provincial supervisory censor system is the production of the Ming Dynasty rulers to closely monitor and control the local officials and then consolidate the feudal imperial power.This system runs through the history of the Ming Dynasty for nearly three hundred years and has an immeasurable impact on all aspects of the society of the Ming Dynasty,especially the local politics.It is not only able to enrich the academic research achievements of Ming Dynasty,but also has important implications for the optimization and development of China's supervision system.The Provincial Supervisory Censor System of Ming Dynasty is a system which the government send a censor to local officials regularly in order to supervise the officials.The system can be divided into three stages: initial stage,developing,corrupt lax.Respectively from the responsibility to censor,rejection of the censor,Emperor's appointments,patrol matters,back investigation,promotion and rejection to introducing the provincial supervisory censor system.This system played a significant positive role in the early Ming dynasty,it rectifies the administration of local officials and promotes local development,strengthening centralization,safeguards national unity,and ease the class contradictions and social conflicts force,maintaining the feudal rule.By the late Ming Dynasty,the censor's power began to swell,gradually lose control,this system presents a series of abuses: The censor system is attached to the imperial power with a strong rule;The supervision power and administrative power are not isolated,which provides convenience for the censor corruption;The censor has too much powers and lacks of supervision;bureaucratic networks provide protection for corruption we should draw lessons from history,the enlightenment of the Provincial Supervisory Censor System of Ming Dynasty to improve the current supervision is: improve supervision laws and regulations,provide legal support for supervision;establish a sound supervision system to strengthening the relative independence of supervisory organs;strengthen the management and supervision of supervisors,improve the team construction of supervision;an effective mechanism of restraint and supervision of external.
