As the most basic administrative units, the prefectures and counties has a vital positionin Ming dynasty.The Ming government implemented a series of measures in selection,supervision and evaluation system to ensure the local officials comply with the laws,andensures that the county officials in the state can be timely and effectively treated.However,the unified system of administrative leadership in Ming dynasty also has itsdisadvantages in the actual operation,which leaded to the poor regulation and corruptionphenomenon.Seriously investigate the legal management system and clarify the stateofficials power operation and its administrative status can help us fully understand thelocal political system of ancient Chinese especially in the Ming dynasty and its actualoperation,in the same time,it also provided us a reference for the management of thecontemporary grassroots officials.In this paper, the full text can be divided into three chapters, respectively discussed thestate system,the counties official power regulation and state officials in Ming dynasty andthe relationship between the local bureaucracy. The first chapter can be divided into twoparts,which introduced the profile of counties in Ming dynasty and the establishing of thecounty officials.The second chapter introduced the central management mechanism ofstate officials from different angles.The last chapter discussed the actual situation of themanagement mechanism in practice angle, in order to provide revelation for themanagement of the contemporary grassroots officials.
