From the regional division,the community is the basic unit of the city.From the people's daily life and chat occasion,it is indispensable to our life in a compre hensive public infrastructure,namely "community residents committee".It acts as a regional service organization.It is a resident self-management,self-education,self-service grass-roots mass self-government organizations.And all so,it's one of the bridge and link between the party and the masses of the people.The community plays a positive role immeasurable in the development of a city,its property and its management is the inevitable legal problems in community development,to build a harmonious community,promoting China's economic and social progress and play an important role.Generally speaking,the source of community property is divided into four parts,the first is the government support,including financial funding;second is the social donation;third is paid fees,through community property service charge a small portion of the fund;fourth is other miscellaneous expenses,such as the deposit interest.Community property reality consists of segmentation is obvious,the A community as the example,the A community was founded in 2009,the total area of less than 1000 square meters,is a relatively new community.Community property reality consists of two aspects,one is the immovable property,mainly manifests for the community office space,commercial housing;on the other hand is movable,the content is widespread,mainly is the embodiment of the community office and equipped with electronic,office,entertainment and other fixed facilities,also includes the superior financial allocation,special work expenses,bonuses,community self financing etc.The main community property rights distinction mainly by analyzing the ownership and use right two.From the angle of subject of ownership,community property rights including state and all the res idents,the community land,mountains and rivers,and legacy of the "change in the village" in the road,land ownership subject for the state,the community office space,community collective asset,collective labor income,decided to purchase the property of the collective property right is the main subject of all residents,community office activities of all kinds of electronic equipment,office furniture,facilities,property ownership is a neighborhood committee.From the right to the use of point of vie w,the community office space,the disbursement of funds and other property of the use right of the main neighborhood;community supporting the construction of venues,equipment use rights for all residents.These need to be clear in the law.Community property rights need to regulate and correct exercise.The exercise of the body to the neighborhood indirect manifestations as the representative,on behalf of all the residents to exercise their property rights,laws and regulations should give the neighborhood committee autonomy of corresponding property use.Correspondingly,the community property needs effective supervision,divided into two parts of self and external supervision.Self supervision includes supervision,supervision of residents in the neigh borhood committee staff.The community needs to establish property management,property supervision,property publicity and a series of effective rules and regulations,let the neighborhood committee staff and residents are active property of self supervis ion.External supervision includes supervision,media supervision,legal supervision,to punish criminals according to law,the community property used available.
