Chinese government during Xi?s term of office aims to make China an active global trade complex and formulates the Silk Road Economic Belt and the 21 st.Century Maritime Silk Road to define its strategic circuit diagram. And Chinese government has an attempt to create a harmonious, trustful and mutually beneficial environment for the countries involved in the list of OBOR,which is also known as the Belt and Road Initiative. However, opportunities are accompanied with risks. We have to realize that in the eye of these countries involved in the list of OBOR,China cannot be a tender lamb, due to the fact of China?s rise, they may have been hostile to China?s OBOR and unwilling to get involved in.The paper chooses Arab States to be the typical sample to study the public trust in the Belt and Road Initiative.Upon the prior literature review home and abroad and professional websites from Arab states, the author tries to sum up the non-trust elements, which is related to the risk level of Arab public in the promotion of OBOR,namely the political instability in the host country, the international security order, the corruption of investors and the capacity evaluation of investors. The paper firstly has a brief introduction of OBOR and review of the trade history between China and Arab States, particularly presenting how the Arab public people think of OBOR from China.Secondly we will have a literature review about the concept of trust and other backgrounds information, especially using a systematic analysis of the influential variables-the contract controlling leverage and relationship controlling leverage,as well as the risk context as the mediator. Then the paper will process an empirical study among Arab public population, whose are businessmen. And at last,we will do verification and analysis of the model using descriptive analysis, data verification, and multiple regression analysis. The highlights of the study are to have a deep review about how the Arab World think of OBOR,summarizing the dimensions of the weak trust risks,to strengthen the importance of public trust in OBOR Strategy in the advocate of Chinese government and to deduct a hypothesis model of controlling leverages-trust by serious statistics analysis.Through the empirical research on the background of OBOR,we finally make three conclusions as follows:(1)There exists a positive correlation between the contract controlling leverage and Arab public trust.(2)There exists a positive correlation between the relationship controlling leverage and Arab public trust.(3)Risk context negatively moderates the tie between the relationship controlling leverage and Arab public trust.
