International political and economic situation have been undergoing profound and complicated changes since the 18 th National Congress of the Communist Party of China,.On the one hand,the global economic was in a downturn and uncertain factors have increased.On the other hand,after forty years of rapid development,China's economy has entered a new normal state of economic restructuring and upgrading,and the downward pressure on the domestic economy has increased.In the context of the new impetus for global economic growth and the need for new changes in China's economy,the CPC Central Committee with Xi Jinping as general secretary as the core puts forward the construction of “the Belt and Road” initiative.It is the China's plan for the global to face challenges and seek common development in order to conform to the development trend of world economic globalization and the needs of all countries to develop their own economy.As the important cooperation area along “the Belt and Road” initiative route,the relationship between China and Mekong Countries,including Thailand,Laos,Vietnam,Myanmar and Cambodia,has an important position in the Chinese diplomatic relations with neighboring countries.While bringing opportunities of development for Mekong Countries,“the Belt and Road” initiative is also faced with the questioning from Mekong Countries about the political mutual trust of China establishing hegemony,seeking more economic benefits and adopting expansion.China has made a positive response by pursuing the common win-win interests with the status of a responsible big developing country and making efforts to build the Lancang-Mekong community of common destiny.The response of China towards political mutual trust is conducive to strengthening the mutual understanding of China and Mekong Countries and realizing the establishment of a win-win cooperation,mutual trust and win-win community of common destiny.This thesis is mainly divided into five chapters.The first chapter is the introduction part,which mainly introduces the research significance,content framework and the current research on the Belt and Road initiative,political mutual trust and China and Mekong Countries at home and abroad,and gives a review on the existing research results.The second chapter is the theoretical research paradigm of building political mutual trust.With Marxist theory as the theoretical basis,by drawing on the western international relations theory and regarding that “believing that the other party is not a threat” as the essential connotation of political mutual trust,it constructs the theoretical research paradigm of political mutual trust from three levels,namely,identity,interest and behavior.With China and Mekong Countries as typical cases,the third,fourth and fifth chapters use the theoretical paradigm of political mutual trust to analyze identity query that China is a hegemonic country rather than a cooperator in the cooperation between China and Mekong Countries under the Belt and Road initiative,and China actively constructs a responsible developing country in response;for the question that China is seeking to gain more profit than the benefit of co – winning under “the Belt and Road” initiative,China responds to it with the benefit of win-win situation.Under “the Belt and Road” initiative,the Mekong Countries question China's expansion through interoperability and regional security,and China actively constructs the Lancang-Mekong community of common destiny in response.Finally,a summary of this thesis is made and the problems and directions for further research are put forward.
