The main problem being researched in this paper is the reasons for Australian government to suspicion about the Belt and Road Initiative,and it puts emphasis on the analysis of the foreign policy of Turnbull government towards the Belt and Road Initiative.This paper analyzes the reasons for Australia's misgivings about Belt and Road Initiative mainly from the following three aspects: the regional system level,the political and economic interaction between countries and China's domestic politics,domestic level.Through the study,it is found that the Australian government has adopted a strategy and attitude of "soft balance" to the "Belt and Road" Initiative:On the one hand,compared with its attitude of tit-for-tat and fierce rhetoric towards China on the South China Sea issue in the past,it adopts a attitude of "rotating treatment" towards the "Belt and Road" Initiative,and takes negative attitudes towards the major cooperation projects at the national level between Australia and China.On the other hand,it acquiesces consciously Australia local states to make cooperation with Chinese and industrial and commercial enterprises to a certain degree within the framework of "Belt and Road" Initiative.At present,the Australian government changes its cognition of "Belt and Road" Initiative obviously.At the very beginning,it considered that "Belt and Road" Initiative was just a propaganda slogan with unknown concept and vague theme.Later,it considered that "Belt and Road Initiative" is an effective tool to enhance China's influence.In the end,it considered that "Belt and Road" Initiative was an important platform for cooperation in providing the public goods.Australia's attitude towards "Belt and Road" Initiative has also shifted from deliberate neglect,and forced participation to strong exclusion and selective participation.This paper holds that the current Australian government's doubts for the "Belt and Road" Initiative is not limited to the result of a certain level or variable,but the comprehensive result of the interaction between multiple levels,multiple variables and the interaction among the levels.Specifically,its root cause is the level of the regional system.Australia is worried that China may use the "Belt and Road" Initiative to enhance China's economic strength and then transform it into military strength,so as to accelerate the transfer of power between China and the United States in the Asia-Pacific region and break the liberal international order led by the United States.What's more,its realistic reason is the political and economic interaction between countries.There are differences between the level of market opening,the mode of economic governance,the social system and the structure of economic investment of China and those of Australia,and all these factors objectively increase Australia's misgivings about the "Belt and Road" Initiative.Its direct cause is the domestic political level.The imbalance between Australian foreign policy makers' perception of power contrast and threat,mistook that Australia's entry into Belt and Road Initiative would bring about a qualitative leap in China's rise.Australia's overall recognition of the "Belt and Road" Initiative is a passive acceptance process.Australia's fears and worries about China's power run through successive Australian governments' perception of the "Belt and Road" Initiative.Especially at the system level,the construction of China's "Belt and Road" Initiative has brought an impact on the structure of the South Pacific region,which enables Australia to have a direct check and balance to China's rise.At present,the Australian government is basically certain that it will not participate in the signing of the overall framework of "Belt and Road" Initiative.Meanwhile,it does not deny that it may adopt a new model to participate in "Belt and Road" Initiative in the future.At this stage,the main feature of the Australian Government's participation in "Belt and Road" Initiative is the coexisting of institutionalized participation and the participation of specific project.Finally,Australia does not like grand,long-term narratives.Australian foreign policy executors still believe that the "Belt and Road" Initiative has a clear identity attribute,namely,the strategy of choice of the political position.
