Research On The Supporting Policy For The Construction Of The Old-Age Pension Center In Dalian

With the increasing of population aging, the increase in the number and proportion of the elderly population in Dalian will make the old market a very attractive and potentially huge market in the future. The acceleration of population aging has created favorable objective and external conditions for the start and development of the old-age industry in Dalian. But how we can grasp the various business opportunities which brought by the aging of the population and how the government will support the policy to promote and develop the construction of Dalian's characteristics of pension centers,to meet the needs of the elderly population pension is one of our urgent need to solve the theoretical and practical problems.Based on the theory of theories of Industrial Economics, Social Embedded theory,Intergeneration Ethics Relation and Continual Caring as elementary theory, this paper analyzes the current situation of the construction of Dalian pension center, the problems and causes that affect the construction of pension centers and the construction of the pension center construction experience. And then it puts forward the strategic plan of the construction of Dalian pension center, to determine the objectives and principles of construction. It starts from strengthening the goernment's guidance and support,offering the new policies of supporting the construction of pension center in Dalian to protect the development of Dalian pension industry is full of vitality, sustained and healthy.The construction of Dalian pension center is in the leading domestic level,and of a wide range, which can basically meet the needs of the elderly population in Dalian. But the current construction of Dalian pension base still has a lot of problems,such as some preferential policies difficult to implement, financing difficulties, lack of scale construction, lack of talent, the unsound network and so on. The main reason is that the support policy of pension center construction is still imperfect, and many problems exist.In order to promote the development of Dalian pension center construction, this paper analyzes regional environmental advantages and social and cultural advantages of the development of the pension center in Dalian. It puts forward proposals for enhancing the guidance and support of the government, learning from foreign advanced support for the construction of pension center experience, combining with the national real estate real estate industry of reducing unsold homes to continue to optimize the construction of Dalian pension support policies, so that the construction of Dalian pension center will be embarking on the road of characteristic development.
