Research On The Development Dilemma And Policy Support Of Private Pension Institutions In Jilin Province

Population aging has become a worldwide problem to be solved urgently.For China,which has entered an aging society,how to solve the problem of providing for the aged is an imminent and important issue.Promoting the development of multi-subjects in providing for the aged has become an integral part of the government's work.As one of the main bodies of pension services in market economy,private pension institutions play an important role in responding to the needs of the elderly,such as the elderly,disabled,semi-disabled and mentally retarded.So,should the government do something in the development of private pension institutions? Should the government provide corresponding policy support? And how does the government make policy choices? These are undoubtedly important questions need to be answered.In order to solve these problems,the paper adopts the general research ideas.Firstly,it takes the concept interpretation as the entry point to differentiate the connotation and attributes of pension services and the concept and types of private pension institutions,and to determine the theory of public goods,welfare pluralism and Maslow's hierarchy of needs as the theoretical basis of the paper.On this basis,facing the reality,taking Jilin Province as a case study,this paper analyses the current situation of private pension institutions from four aspects: the size and distribution of institutions,the situation of elderly residents,nursing ability and operational efficiency.It is found that private pension institutions have public pension opportunities for the disabled,semi-disabled,mentally retarded and elderly people in providing pension services.It has incomparable advantages;it can better meet the needs of the elderly in the combination of professional nursing and health care;it can be found through quantitative analysis of service efficiency by using data envelopment analysis(DEA)that under the same time and the same policy support,the operation efficiency of private pension institutions is significantly better than that of public pension institutions,and the social commitment to pension services is stronger than that of public pension institutions.Then,the development dilemma of private pension institutions in Jilin Province is analyzed.It is found that the contradiction between supply and demand,the low level of service quality,the lack of construction funds,the contradiction between self-welfare and profitability are the obstacles to their development.Then,on the basis of the characteristics of the three greatest factors affecting the service efficiency of the old-age institutions,a multivariate function model is established.By means of mathematical modeling,we find that the government's supporting policy for the old-age institutions is the most direct and cumulative influencing factor.That is to say,the government's policy support and regulation are the most effective means to promote the progress and development of the old-age institutions.On the basis of this analysis,this paper combs the old-age policy of Jilin Province,and reflects on the lack of policy in light of the development dilemma of private pension institutions.Finally,on the basis of theoretical analysis and practical experience,the paper puts forward policy options to promote the development of private pension institutions: defining policy objectives,improving policy system,integrating effective medical resources,strengthening supervision and management,and vigorously promoting traditional filial piety culture.
