With the developing of the society there are more and more volunteers working in government public service. They are making a great contribution in helping the poor, the old,the physically challenged people, and in medical care. Their efforts have promoted the traditional virtues, secured the society and helped making a harmonious society.Dalian Youth Hotline and Support Center Volunteers, one of many volunteers in Dalian, have provided service in areas of law, psychology, family education, grow-up guidance, rights-fighting,social works and teenage self-protection, and the influence is growing year by year.Volunteers from all kinds of fields have done the major work.With literature analysis, social survey, mathematical statistics and other research methods, the author studies the status quo and shortcomings of Dalian Youth Hotline and Support Center Volunteers Management, and puts forward specific countermeasures to improve management of Dalian Youth Hotline and Support Center Volunteers.During the ten years of development, Dalian Youth Hotline and Support Center has been equipped with the features of complete hardware and software facilities, relatively high quality and relatively stable volunteers, gradually forming the project operation, and increasing social influence. At the same time, the author has also discovered that Dalian Youth Hotline and Support Center in the management of public service volunteers exist in the open recruitment mechanism needs to be improved, the training does not form a normal mechanism, supervision and management needs to be strengthened, the incentive mechanism is not sound enough and so on. The main reason is the limited size of volunteer team development, volunteer personal growth and promotion of space is limited, lack of volunteer supervision, volunteer work enthusiasm to be improved and so on. The solution of these problems must be dependent on the implementation of concrete and actionable and targeted measures.The concrete countermeasure that this essay puts forward mainly elaborates from following four respects: First, the recruitment system of volunteers, including a clear open recruitment targets, the establishment of standardized recruitment process, strengthen the classification management of volunteers. The second is to improve the construction of volunteer training system, including the focus on volunteer business standardization training,pay attention to the professional training of volunteers, focusing on volunteer research projects to support. Third, improve the construction of volunteer evaluation system, including the establishment of "star" volunteer management mechanism, the establishment of volunteer service quality real-time evaluation system, the establishment of regular and irregular combination of supervision system. Fourth, improve the construction of the incentive system,including the emphasis on the material reward of volunteers, pay attention to the spiritual reward of volunteers, enhance the social identity of the volunteers and self-identity.
