Study On The Problems Of Citizen Network Participation In Government Governance

The network has become a new platform for citizen participation in governance,becoming new ways for pe ople to express ideas and suggestions,participate politic.The development of network technology and the emergence of new media have a certain impact on the traditional way of participation,it has also become a new norm to participate in the political life of citizens,through the network to participate in thegovernment governance.To carry out the study of the participation of citizens in the government governance network in the Internet age,has very important significance to prom ote the citizen network participate in standardization,enhance the effectiveness of network participation,and promote the development of government governance.The issues in citizen network participation and government governance are the research topic in this paper,on the one hand the traditional participation way and top-down administrative management mode make citizens rely too much on the government,causing the serious imbalance between citizens and government that is not conducive to the development of government governance.On the other hand,the introduction of the theory of governance and complexity and the diversity in modern society,requiring citizen network participation and governance in an equal,interactive way to realize the true meaning of the cooperation and mutual assistance,governmence public affairs together.The center of this p aper is citi zen network participation in government management,it is based on the theory of governance,deliberative democracy theory,elaborating the positive value of citizen network participation to the government governance,using the network hot events as the case to analyze the relationship between government governance and citizen network participation should have.Based on anal yzing the problems and reasons that exsited between government governance and citizen network participation in our current country,putting forward some operableand constructive countermeasures and ideas.This paper mainly discusses the five parts.The first part introduces the background and significance of the research,the research status at home and abroad,research ideas,research methods and possible innovations.The second part summarizes basic concept,characteristics and the positive value of t he citizen network participation,at the s ame time makes a det ailed description of th e application that governance theory,the theory of deliberative democracy in the citizen network participation and government administration,making a discussionon the basis.The third part analyses approach and cases of the citizens participating the government governance by the network,to illustrate they should have an equal relationship of cooperation and mutual assistance.The fourth part mainly analyzes the present situation of citizen participation in government governance in our country,points out the existing problems and finds out the reasons.In the fifth part,on the basis of a deep reflection on the problems and reasons of the citizen participate the governance by the network,the author puts forward some ideas to improve the problem of the citizen participation in the governance by t he network.Overall,our citizens still exist many problems in the process of participation of network in the governance,including the problem of t he disequilibrium of citizen network participation,irrational participation,group polarization,the lagging construction of the government website.The main factors influencing the problems are digital gap,citizen participation consciousness and different participation quality between citizens,network characteristics and group psychology,the serious government official standard thought and the lag of g overnment informatization development.To solve the problems of citizen participation in government management network,we must strengthen the construction of n etwork infrastructure,cultivate rational network participants,strengthen the legal construction of citizen network participation,strengthen the government responsibility consciousness and enhance the response of the government.
