Central Asia is located at the middle of the Eurasian continent,is the connecting among China,Russia Middle East and Europe.Its geographical location is very important.U.S.Central Asian policy affects the Eurasian geopolitical situation."9 · 11" incident turns Central Asia into the focus of U.S.global strategy.The strategic position of Central Asia was suddenly improved,and Central Asia has been transferred from a marginal interest area of the United States into the focus of United States foreign policy.After the Obama came to power in 2009,the Afghanistan-Pakistan Strategy and the "New Silk Road" vision were launched to end the Afghanistan War and withdraw American troops from Afghanistan and move U.S.strategic focus to the Asia-Pacific region.Obama officially announced that the Afghanistan War was over in December,2014.Because of the end of the Afghanistan War and the US strategic center has moved to the east,U.S.will pay more attention in Asia-Pacific region,and the strategic position of Central Asia has declined.The Deputy U.S.Secretary of State Ann Blinken expounded the new U.S.Central Asia policy at the Brookings Institution on March 31,2015.In the same year,the "C5 + 1" multilateral dialogue mechanism were established in December.This new Central Asia policy focuses on deepening the security cooperation between the United States and Central Asian countries,establishing an energy market linking Central Asia and South Asia,supporting the political transformation of the Central Asian countries,and further implementing the key projects in the "New Silk Road" vision,and overcome the challenges in the building of "soft infrastructure".The United States Central Asia policy after the Afghanistan War is to adapt the new political and security situation in Central Asia region.As for the United States,the strategic position of the Central Asian countries is no longer to serve the Afghanistan War,but minimize American investment in Central Asia and keep American existence in this region,at the same time balance the influence of China and Russia after the withdrawal of US troops from Afghanistan.The US Central Asian policy after the Afghanistan War was influenced by a number of factors.First of all,there are complex ethnic and religious problems in the Central Asian countries,weak government management capacity,low political participation of citizens and imperfect economic and trade system,which brings some challenges to the effective implementation of American Central Asian policy.Second,the trend of terrorism in Central Asia has escalated,and the IS has got more and more extensive penetration in this region.After the US military withdrawn from Afghanistan,the security situation in Central Asia is not optimistic.In addition,the geopolitical game between the United States,China and Russia in Central Asia has never stopped,and the influence of China and Russia in Central Asia has a direct impact on the development of US Central Asian policy.Based on all the factors above,the United States began to develop a new Central Asian policy after the war in Afghanistan.The new U.S.Central Asia has created favorable conditions to enhancing its influence in this region,but at the same time deepened the game between the United States and Russia in Central Asia,and bought some opportunities and challenges to China's "Silk Road Economic Belt".Through the analysis of the U.S.Central Asian policy after the Afghanistan War,China should strengthen its regional cooperation in Central Asia in the new period and further promote the projects construction in Central Asian under the framework of SCO and the integration of the Eurasian Economic Union and the Silk Road Economic Belt.China should promote security and stability in Central Asia to promote its domestic stability and development.
