Research On The Appraisal Of The Effectiveness Of The Ideological And Political Work For State-owned Military Industry Enterprises

As the developer and manufacturer of the nation’s weaponry equipment, state-owned military industry enterprises are the key component of national defense science and technology industry, cherishing special characteristics and shouldering lofty missions. It is therefore of great significance and urgency to study the appraisal of the effectiveness of the ideological and political work for state-owned military industry enterprises. Therefore,research on the appraisal of the effectiveness of the ideological and political work for state-owned military industry enterprises is a must.The effectiveness of the ideological and political work refers to the actual effect of such work during the lifecycle of the operation and development of an enterprise. Such effect is embodied in various links of the enterprise’s business operations and is concealed in the complicated mental and psychological activities of the enterprise’s employees, hence difficult to appraise and evaluate. To overcome this difficulty, this research endeavours to introduce the concept of "quantifiable" appraisal into the appraisal of the effectiveness of the ideological and political work, in a bid to build up, in an innovative manner, a scientific and practisable appraisal index system and appraisal model for the appraisal of the effectiveness of the ideological and political work, providing a new perspective and method for the appraisal of the effectiveness of the ideological and political work for state-owned military industry enterprises. Hence it is expected to add momentum to the scientific development of the ideological and political work of state-owned military industry enterprises and to lay solid and powerful foundation for state-owned military industry enterprises to fulfill the mission of developing world-class national defense weaponry and equipment.This research begins with an analysis of the status quo as well as the characteristics and existing problems of the ideological and political work for state-owned military industry enterprises and moves on to an analysis of the status quo and existing problems of the effectiveness of the ideological and political work of state-owned military industry enterprises-the lack of a scientific and practicable method to appraise the effectiveness of the ideological and political work. Then, after elaborating the basic thoughts on the appraisal of the effectiveness of the ideological and political work for state-owned military industry enterprises and the basic principles for forming the appraisal index system, the research builds up the appraisal index system for evaluating the effectiveness of the ideological and political work for state-owned military industry enterprises. To ensure the best possible comprehensiveness of the appraisal index system,the research innovatively bases its appraisal logic on the three stages of "before,during,after" of the ideological and political work for state-owned military industry enterprises. With the appraisal of the effectiveness of the ideological and political work as the 1st level index, three 2nd level indice i.e. the appraisal of supporting conditions, the appraisal of work content and the appraisal of work effect, sixteen 3rd level indice and fifty-one 4th level inice are developed. Then, a series of statistical methodologies such as the Borda analysis are applied to determine the weight of each index and the Delphi method is applied to design the appraisal criteria for each index. Finally, the Delphi method and the fuzzy consolidated evaluation method are combined to offer an explanation of the scoring model and method of the appraisal system of the effectiveness of the ideological and political work. In an effort to test the scientificness and practicality of the appraisal index system and appraisal model,the research conducts a case study on AVIC Shenyang Liming Aero-Engine Group Corporation Ltd. (LMAEG) and on the basis of the appraisal outcome, puts forward a detailed analysis and explanation of LMAEG’s ideological and political work and its effectiveness, with problems identified and countermeasures proposed, hence concluding the research on the appraisal of the effectiveness of the ideological and political work for state-owned military industry enterprises.
