The Development Of Rural Governance Resources From Good Governance

The village is rich in endogenous governance resources,(so)activating the active effect of the rural endogenous governance resources to improve the rural governance ability is increasingly becoming the realistic choice at this stage.As the foundation of national governance,All researches are mainly from the external perspective of top-down or bottom-up,focusing on the impact and effect on external resources on rural governance.However,the researches on the relationship between rural governance and governance resources the village itself with from the perspective of rural areas are quite few.Based on the theory of good governance,through the empirical study of the occurrence and development of three kinds of Elite organizations in Shaoxing area,especially its operation and governance effect,this paper analyzes the practical logic and main experience of the endogenous governance resources development and application,discusses the characteristics and influential factors of the rural endogenous governance resources development and application.And then,this paper' further discusses the feasible way to optimize the development and operation mechanism of rural endogenous governance resources based on the theory of good governance.The research shows that the endogenous resources of local culture,local economy and local ethics are the important wealth to achieve good goverance.The efforts of the elite and active guidance of local government are indispensable forces.Including the respective positions of government and Xian organization and decision is reasonable,the macro environment and policy system resource development by using resource development is perfect,can maintain its sustainability,resource development and use in the process of regulation is appropriate and so on.Although the function of endogenous governance resources has some constraints,the feasibility is still relatively large with the proper measures.Firstly,clear target orientation to maintain the correct positioning of the main governance.Secondly,play a positive function of political and social interaction to break through the limitations of resource mining and application;Thirdly,mobilize and maintain the enthusiasm of the parties to make the development and application of resources with sustainability;Fourthly,make the right choice in the development to maintain the smooth flow of resources.This series of exploration,will help the rural governance to break through the constraints of the development of the external forces,to the endogenous path of self-development,and then to achieve the future governance of rural governance model to provide a good path choice.
