Studies On Co-responsibility Of Party And Government Related To Environmental Protection

Environmental protection has been regarded as a basic national policy of China since the last century, which reflected its important position in our country. However, in fact, the environmental problems deteriorated but not improved in the twenty-first century during the modernization process. Great efforts have been carried out by experts in order to achieve a "double-win" result between economic development and environmental protection. The deficiency of governmental responsibility related to environmental protection was found to be the primary reason which resulted in the environmental pollution and accidents. Environmental problem is a public focus so the top-level design should be a fundamental measure for resolving the environmental problems completely. Therefore, it is necessary to study the accountability mechanisms of the party committee and government in the environmental field due to the serious environmental situation and the special political administrative regime in our country.This thesis consisted of introduction, main text and conclusions and the main text included three chapters. The first chapter focused on the relevant concepts and theoretical basis of environmental protection responsibility within party committee and government. The main related concepts included environmental protection, environmental responsibility,governmental environment responsibility and co-responsibility of party and. government. In addition, the theories related to public interest,environmental justice, public trust and ecological Marxism were used as solid theoretical bases in this study. The second chapter discussed the possibility, necessity and realistic significance in responsibility of environmental protection with research approaches of literature survey and experience summarization, according to China's existing documents of the Party Central Committee and local achievements in the background of the special political administrative regime in China. The third chapter analyzed the problems and defects in co-responsibility of party committee and government related to environmental protection by adopting the experience sum - up method and comparative approach, based on the relevant rules and case analysis of environmental protection. It was found that imperfect accountability mechanisms, unclear relationships between power and responsibility, little punishments and not fully implemented law enforcement & supervision were the main detects in environmental protection. And the measures with advantages of perfect accountability mechanism, clear responsibilities, strengthened punishment and supervision etc. were proposed on the basis of the former managerial experience named as "Two Duties for One Post in Safety Production Area"According to China's national conditions, the party committee should be fitted into the environmental protection accountability system and make it to be a top-level design. The coordinated development of economic development and ecological civilization could be expected only when the joint responsibility in environmental protection was established between powerful party committee and government. The implementation of responsibility in environmental protection is expected to effectively change the old beliefs which valuing economic development but neglecting environmental protection.
