The Research Of Local Government Lack Of Environmental Responsibility In Environmental Group Events

This thesis is in accordance with the "Ask a question-analyze the problem-to solve the problem" on the problem of local government lack of environmental responsibility in environmental group events. First, the role of Local Government Behavior environmental responsibility theory connotation and environmental projects in local governments concluded: environmental projects in local governments lack of environmental responsibility of local authorities to produce illegal violations, and these illegal acts eventually led to mass incidents environment, and through the Y City Power plant Phase Ⅱ project environmental group events of recent cases occurred in the empirical analysis. Then, further analyze the reasons for local governments in Environmental Group Events and difficult environmental responsibility, including local government environmental awareness, the choice of the long-term interests and short-term interests in preference of short-term interests; interests of local governments in environmental projects compensate for the lack of public interest cause damage to the public interest, the public, local government, business interests structural imbalance; environmental laws and regulations system is imperfect, local government environmental regulation and law enforcement weak; the lack of public participation in environmental projects, ineffective supervision. Finally, we put forward to protect the environment of the Local Government Group Events environmental responsibility measures:to establish the concept of environmental responsibility a priority to reduce the environmental elements of group events; local governments to fully implement environmental coordination function, reduce environmental interest group events conflict; strengthening environmental legal system, to reduce the environmental group events loopholes in the system; to strengthen the assessment of responsibility main responsibility for reducing the environmental group events social risk; strengthening social supervision responsibility, reducing the probability of environmental mass incidents.
