A Study On The Child Welfare Policy Of Urban Subsistence Families From The Perspectives Of Multi-dimensional Poverty

As a resource concentration area in China,the city is more heterogeneous than the rural area,so the gap between the rich and the poor is relatively larger.At the same time,with the continuous acceleration of the urbanization process in China,the gap between the cities is expanding.The urban low insurance family has gathered the poorest groups in a city,at the same time,because of the children themselves.Belonging to the disadvantaged group,the external low insurance family environment aggravates the risk of children's growth.At present,the children of the low insurance family in our country are more and more ordinary individuals under the concept of family as a whole.The group has not regarded the group as having special needs in the aspects of supporting relief and the implementation of welfare policy.This lack of attention to the subjectivity of children in urban subsistence families results in the imperfections of welfare policies and further increases the difficulties and challenges in the growth of this group.Therefore,how to make the special group of urban children enjoy better welfare policy and achieve better development is worth our social workers to explore.From the perspective of multidimensional poverty,the author classifies nutrition,education,medical treatment,housing facilities,mental health,safety and other dimensions closely related to children's survival and development,and includes them into survival,education,medical treatment,etc.In order to realize the systematic arrangement of our country's current welfare policies concerning the dispersion and disorder of urban subsistence families and children in four aspects of protection.At the same time,the author investigated all the children and their main carers of the minimum living families with minors aged 6 to 18 in their homes in the B street of Lanzhou City,and conducted a survey of the children's questionnaire and the family questionnaire,respectively.And to street workers and 11 children of typical significance The main carers conducted semi-structured interviews to realize a comprehensive understanding of the survival anddevelopment status and needs of children in the B street lower-living families,and to find out the gap between the existing welfare policies and the actual needs of children,and to analyze the relevant reasons.The author finds that the lag of related welfare concept,the lack of unified child welfare system and the shortage of specialized talents in the child welfare system are the important reasons for the problems of child welfare policy in our country.Social work insists on pursuing the professional value of social justice,the principle of demand-oriented value and the professional working methods in the process of implementation in perfecting the child-related welfare policy Therefore,from the perspective of social work,the author advocates to embed the professional value concept and professional working methods of social work into the corresponding welfare concept construction,system construction,talent team building.Thus,it provides some ideas for improving urban governance and strengthening the welfare construction of urban families.
