Study On To Strengthen The Management Countermeasures Of China Government For Pirated Books

For a long time, the development of China's publishing industry has been plagued by the piracy. Book piracy not only can squeeze the profit from the legitimate business operators, and seriously damage the legitimate rights and interests of copyright holders;but even worse can hinder the innovation of knowledge and culture and their orderly and effective spread. Although the Chinese government has introduced the corresponding laws and regulations, fully learned from the overseas experiences of combating piracy, and strived to prevent the phenomenon of piracy from the jurisprudence. However, the weak sense of copyright, the pursuit of the interests of unscrupulous traders, and the growing popularity of "Shan Zhai"culture in recent years has intensified the book piracy. How to manage the phenomenon of the book piracy is an urgent problem to be solved in the background of our developing the cultural industry.Based on the theories of public administration theory, public governance theory ,public choice theory, new public management theory, the study on the piracy management from the domestic and the foreign government provides reference for the research of this thesis. Through the questionnaire, the status analysis of Chinese government's managing the book piracy has been made. While summarizing the achievements, the problems and shortcomings have been identified, the causes of the problem have been analyzed, and the relevant experiences at home and abroad have been introduced to explore the solutions to the problem.Combined with the actual situation of China and by learning advanced management experiences from other countries and regions at home and abroad, some proposals are put forward to strengthen the management of the piracy by author, namely:improve the relevant laws and regulations and the market access system, strengthen the price controls of the book industry through the price law; increase law enforcement efforts to standardize the work of law enforcement team; play a leading role of government, strengthen the links between government departments, establish the mechanism of government and the public participation, fully mobilize awareness of the publishing houses and other rights holders; pay attention to daily management, in-depth and permanently sustain anti-piracy work, and develop the economy in order to make sure that the citizens can afford to buy genuine books.A series of countermeasures are explored, and some constructive advices are provided to manage the book piracy so as to strengthen and improve our existing anti-piracy measures and means,and hope to help to develop a more effective policy against piracy and for protection of the Intellectual property.Therefore,in this thesis the government's research on the piracy management is taken as the object of study, and the relevant theories are being used. Combined with the successful experiences both at home and abroad, the shortcomings of the government in the process of managing the pirate are deeply analyzed, and some targeted countermeasures on the issues of book piracy management are being put forward.
