Study On Chinese Government Functions Of Book Export

Under the strategic promotion of "one belt and one road" and cultural confidence,international cultural trade and cultural diplomacy have become an important part of international exchanges and cooperation.As the basic and direct way of culture "going out",book export has achieved rapid growth.But the book export trade is still in deficit.There is a gap between the export dependence,country differences,content differences.Accurate positioning and exerting government functions are important conditions for reversing the dilemma.Based on the theory of government behavior,our government should focus on three aspects: building macro-management system,improving public policy system and creating platform.It also needs achievements in macro-formulation of relevant strategies,regulation and supervision of foreign trade policies and innovation of book export modes and platforms.By using the methods of literature research,interview investigation and case analysis,this paper systematically combs the relevant literature and cases of book export departments and summarizes the current characteristics of the government functions in the field of book export in China,which includes formation of a multi-dimensional and multi-level macro-management framework,introduction and implementation of a relatively sound public policy system,and exploration of diversified promotion mechanisms and platform.And there are some weaknesses in the government functions in the field of Book Export in China in terms of subject,carrier,relationship and mechanism.The main reasons can be attributed to four aspects: lagging theories of management,marginal objects,closed environment and scarcity of scarce experience.On this basis,by analyzing the practical experience of the government functions in the field of Book Export in the United States,Britain and France,this paper puts forward that the government functions in the field of Book Export in China should be according to the logic of "role orientation,function optimization,comprehensive support".It holds that the government should play the roles of macro-regulator,industry regulator and foreign trade promoter.We should optimize government functions in six aspects:making function orientation precise,clearing function orientation,expanding function carrier,optimizing function conditions,extending function field and creating function environment.This paper also provides guarantees for optimizing government functions in organization,industry and management.
