Research Of Problems And Tactics Of China's Rural Governance In The Process Of New Urbanization

Rural governance is an important part of the national system of governance and it's the central front of promoting the modernization of national governance systems and governance capacity.Seriously research the problems of rural governance in the New Urbanization having a practical significance in solving the rural governance problem and promoting the progress of rural governance in New Urbanization.The study set the New Urbanization as the background which is based on the actual rural society and followed the logical context of " question-analysis to problem-solving".On the basis of in-depth research,the new progress in rural governance should be fully affirmed : the initial transformation of town-ship government functions,system of rural autonomy in full swing,farmers' democratic awareness has increased.Meanwhile,we in-depth analysis the new problems of rural governance,the difficulty of rural autonomy,the absence of rural civil organizations generally and the insufficient supply of public products in rural areas.We also explored the reasons of these problems : rural elites one-way brain drain,slow development of rural civil organizations,weakness of rural collective economic foundation.In response to these problems,after learning the successful experience of rural governance in the New Urbanization from Korea,Japan and Taiwan,we gotta explore the countermeasures of rural community governance.To strengthen the leadership of grassroots party organizations in rural areas,give full play to the core of leadership in rural governance;To explore the effective forms of rural autonomy in different situations,deepen the implementation of autonomy making it effectively work in a rural community and to foster the rural civil organizations to guide their participation in rural governance.Meanwhile,we must accelerate the construction of new agricultural management system,strengthen the economic foundation of rural governance,actively cultivate rural characteristics and culture and reinforce the cultural basis of rural governance.Countryside is the foundation of society.Without a solid foundation,earth the mountains shake.In the progress of New Urbanization in China,exploring the effective modernization of rural governance system plays an important safe-guarding role in maintaining the long-term stability of the countryside and building "China Dream".
