Since reform and opening up, China's township institutions repeated transformation and adjustment, the quantity, staffing, function division is more and more clear, the township government in the development of market economy, and delegate, social management, more and more perfect, efficiency of the optimization is obvious. Especially after 18 new urbanization is put forward, the township government in promoting the local economic development and social progress more growing. But as the urbanization process is accelerated, some potential problems appeared increasingly, such as fast economic development in the social development speed, the environmental cost is large, imbalance of industrial structure, etc. This is far from the requirements of the new urbanization people-orientedthe and comprehensive coordinated development.Especially in areas of heavy industry, high level of economic development, environmental costs, weakness of farmers' income, a series of social problems such as insufficient power of sustainable development performance is more outstanding. Therefore, studies the status of the villages and towns government function change in this category, characteristics, problems and the corresponding solution measures have important significance.Tangshan city is the capital city economic circle and the beijing-tianjin-hebei economic circle in a heavy industrial city, typical of the region with economy more developed and great environmental cost and resources. Studies the problem of villages and towns government function transformation, is helpful to find the villages and towns government function transformation of special and general issues in the nabe areas under the background of the new urbanization accelerating.
