Service-oriented government, as a new public administration idea, has been researched by the theorists in contemporary China, but most of these researches are limited to the macro-level, like the whole nation, the province, and big cities, the research about the villages and towns governments' function transformation is still weak or blank. Villages and towns governments are regarded as the lowest unit among the administrative management systems. They not only face the pressure of insufficient financial supply, but also bear political responsibility and social pressure that serve the peasants well, and numerous public management and public service functions. With the changes of environments of both home and broad, especially the further deepening reforms of all causes in countryside, and due to the inherent shortcomings of traditional administration system in countryside, township governments have found it more difficult to meet the requirements nowadays and become one of the important factors hindering the social causes' development in villages. In that case, the township governments' function transformation is becoming a must-be for the real situations. The paper based on the service-oriented government theoretical angle, take some analysis on the villages and towns governments' function transformation problem. Firstly, it theoretically expounds the Connotations of service-oriented government and the function transformation of government. Secondly, it explains why the villages and towns governments' function must oriented to service, and explains the responsibility of such service-oriented function in villages and towns government. Thirdly, it analyses the problems in township governments' function executing and transforming process: ignoring the problems from the minds, passive environment of administration, money shortage and the insufficient motive. Finally, the paper proposes some suggesting policies that the township governments should do to transfer its function to service-oriented.
