South Pacific Islands lie in the southwest of the Pacific Ocean,as the joint of China,USA,Japan and Australia.Because of its specificity in position and the background that America is gradually moving its strategic center to Asian-Pacific region,this area has again arise the attention of many countries outside the region,mainly represented by China and Japan,which are the major participants of foreign affairs and the fastest influence-extending countries in South Pacific Islands especially in the recent decade.The focus of China and Japan in this region mainly lies in the areas like strategy,security and economy and trade.There are converging interests between this two counties and yet conflicts on some matters.This essay first explains the history and current situation of South Pacific Islands with the highlight of fragility and instability that confront the development of these countries,including the historic factor of this region being colonized,also the objective condition of it being rich in resources and special in geography.Thereinto,the fragility and instability lead to the delay and inability of the development of these island countries,causing the governments' low ability in self-management and high dependence on foreign assistants.Then the essay gives separate presentations on the development history and current situation of the relations between South Pacific Islands the two counties of China and Japan.Relatively speaking,given to an earlier contact than China does,Japan has obtained a higher and deeper institutional level of bilateral relation with these island countries.Fighting with Taiwan for diplomatic recognition,as its core interest,is the main factor that influences China's relationship with these island countries.Compared with China,Japan has more diversified interests in this region with both pursuit of political purpose and demands of economic and secure interests.The third part of this essay mainly discusses the reasons that cause the differences in the foreign policy systems and the numerous factors that influence the diplomatic policies of this two countries of China and Japan to this region.Overally speaking,Japan has got better diplomatic environment than China while the latter's diplomatic action is limited by many factors.Based on the experience and lessons from Japan's diplomatic practices,the end of the essay offers some related references and suggestions towards China's diplomatic activities in this region.It is not only the key of China's diplomatic engagements,but also the basic needs to safeguard overseas interests in the process of China's rise.
