In September 2012,Japanese Prime Minister Noda Yoshihiko announced the officialization of the "nationalization" of Diaoyu Island,North Island and South Island.The Diaoyu Islands issue once again detonated China-Japan disputes.The longstanding confrontation between China and Japan at the diplomatic level has turned into a confrontation between the two countries at the civilian level.The incident finally brought China-Japan relations back to the freezing point.The relationship between the two countries deteriorated from "political cold but economic heat" to "political cold and economic cold".In fact,the deterioration of relations between China and Japan in 2012 was buried in the seeds of the Diaoyu Islands’ collision ship in 2010.Then,after April 2012,Ishihara Shintaro’s "purchase of the island" remarks lit the issue again.Finally,it broke out in September 2012,when Japan announced the "nationalization"of the Diaoyu Islands.Throughout the China-Japan conflict that occurred during this period,it is not difficult to find that Japan is playing the role of the initiator of the conflict.However,for Japan,the initiative to provoke contradictions clearly does more harm than good.This article is to ask the reasons behind this paradox.This paper first introduces the basic situation of the Diaoyu Islands,and then clarifies the historical roots of the Diaoyu Islands disputes in China and Japan,and refutes Japanese scholars’ discourse on the sovereignty of the Diaoyu Islands.The importance of text grooming on the Diaoyu Islands issue is clarified.Therefore,the next part starts from the 2010 "collision incident" in which the dispute between China and Japan occurred,and the words and deeds of relevant Japanese parties during the"nationalization" of the Diaoyu Islands in 2012.The incident was restored from two conflicts from the perspective of Japan.Event restoration.It also clarifies the process and opportunity of Japan’s attitude change during this period.In the next part of the analysis,this paper first proves that it is impossible to fully explain the outbreak of conflict events from the perspective of domestic Japan or ChinaJapan relations.Subsequently,through the multi-level analysis of the background of the"collision of the ship" incident,the behavior logic of Maehara Seiji and the Japanese government was clarified.In addition,this paper attempts to compare the different motives of Shintaro Ishihara and Noda Yoshihiko to find out the reasons for the"nationalization" dispute in related to Diaoyu Islands.Then,through a brief review of the history of the formation of the four China-Japan bilateral relations documents,and the analysis of the previous article,the essence of China-Japan relations was obtained.By further analyzing the behavioral logic of several major parties in Japan,it is concluded that the changes in the domestic political situation and the turn of the US foreign policy have led to the outbreak of this China-Japan conflict.After clarifying the behavioral motives of Japan,this article focuses on the American factors.The impact of China’s rise on the United States,the reaction of the U.S.parties to China’s rise,and the U.S.’s "return to Asia-Pacific" diplomatic turn will be the focus of this paper in the next analysis.Finally,this article believes that China-Japan relations are an extension of ChinaUS relations.The signing of the four "bilateral relations documents" between China and Japan is related to the changes in China-US relations and Japan-US relations in the same period.Therefore,the paper then explores the relationship between China’s rise and the US’s "return to Asia-Pacific" diplomatic turn.This article begins with a discussion of the conceptual production process of "China’s rise" and the attitude of different American groups towards China’s rise.It then briefly introduces the US’s foreign policy of "returning to the Asia-Pacific" and the positioning of China and Japan in this foreign policy.Finally,the relationship between the United States and the Diaoyu Islands issue and the value of the latter in the "return to the Asia-Pacific" were examined.In fact,China-US relations have also had a negative impact on the Diaoyu Islands issue.Especially in the Diaoyu Islands dispute after 2010,different forces in Japan began to take the initiative to provoke the Diaoyu Islands conflict in order to cooperate with the US’s "return to Asia-Pacific" diplomatic turn.Therefore,this paper believes that the key to solving the Diaoyu Islands problem can’t find in Japan but in the United States.At the same time,the United States also needs to abandon the Cold War mentality and correctly view China’s peaceful rise.
