Research On The Evolution Mechanism Of Bureau Level Officials' Corruption In China

As the result of the capture of public power,corruption not only undermines social equity and justice,devours the fruits of economic development,but also seriously damages the ruling party and the government's political authority,and make them fall into the "Tacitus Trap".After the 18 th CPC National Congress,a large number of "tiger" lever corrupt officials gets sacked for the continuous high-pressure anti-corruption,and this shocking fact shows that the high level officials' corruption is increasingly becoming an political "tumor" to remove in China' transitional period because of its strong demonstration effect,the width of negative impact,the difficult treatment and other characteristics.As an important group of senior officials,the bureau level officials are important executors for the implementation of national macro policy,and whether they can maintain integrity is not only concerned with the culture of the jurisdiction,but also related to the purity of the provincial and ministerial level officials,therefore,through the further discussion of the corruption mechanism of bureau level officials,and by finding out the key links of the evolution path,it is not only helpful to the supervisory organs to implement precise anti-corruption,provides experiences and ideas for the treatment of corrupt officials of other levels,but also has important theoretical significance to support the construction of scientific and effective anti-corruption system.On the basis of case base constituted by 928 corruption samples after the 18 th CPC National Congress,the article first makes a statistical analysis on the corruption status of bureau level officials from the aspects of corrupt distribution,the amount involved,the duration of corruption,the cause of corruption and so on,which not only reveals the corruption characteristics of the officials,but also lays the foundation for the further development of qualitative discussion.Combined with 50 typical corruption samples selected from the case base,we codes the selected cases in three levels by using grounded theory techniques,and finally constructs the evolution mechanism model of bureau officials' corruption with 4 main categories: power acquisition,greedy breeding,bottom line loss and power capture,in which power is the main source of corruption,greed is the inherent ideological motivation,the lost of the bottom line can be regarded as the beginning of corruption under the interaction of power and greed,and power capture meansthe bureau level officials completely fall into the mire of corruption.Based on the constructed model,the endogenous and exogenous motivations of the corrupt officials' evolution are systematically explained,which reveals the depth relation between the influencing factors.At the end of the article,some suggestions on the prevention and control of bureau level officials' corruption are put forward.
