Research On Government Service In Non-public Economic Development

The development of non-public economy is an important part of our government building a socialist market economy.Since the reform and opening up,non-public economic development from weak to strong,from small to large,through the difficult journey,for China's economic and social development to make a great contribution.At present,non-public economy has driven about 80% of China's employment,contributing about 60% of GDP and more than 50% of the tax.In recent years,China has continuously implemented new policies and strategies to continue to support the rapid development of non-public economy.Yan'an as China's "young and old side of the poor" one of the areas,changing the face of economic backwardness has been the city's people hope that the vision of struggle.Yan'an City in the central government and the provincial government on the development of non-public economy under the guidance of the spirit,in order to adapt to the development of market economy requirements for enterprises to provide their services to improve the living conditions of non-public enterprises.The government within the county according to the local environment to make the appropriate decision to help the non-public economic take-off.Five years,Yan'an City,non-public economy accounted for the proportion of total economic growth year by year,and achieved gratifying results.Yan'an City will also be the development of non-public economy for the future government tasks,and vigorously promote the effective supply of government services to promote sound and rapid development of non-public economy.This paper mainly studies the government service situation of non-public economic development in Yan'an city,and makes a detailed study on the economic development situation and the government policy and government specific service related to the non-public economic development in Yan'an.This paper summarizes the favorable measures of the government service in Yan'an city,and also finds out the problems of government service in the development of non-public economy and explores the main reasons for the problem of government service.Finally,the author draws lessons from the success of the government service in the development of non-public economy in the developed areas of eastern China,and puts forward the improvement strategy of government service in the development of non-public economy in Yan'an.The government service improvement strategy includes six major contents,namely: perfect service-oriented government construction,expansion and outsourcing of government services in the employment training,expansion of government network service window and information resources,the construction of government-led cooperation in the financing platform,reshape the government administrative ethics and administrative ecology mechanism,improve the government's monitoring and supervision of non-public economic development.
