Research On Risk Governance In Government Purchase Of Public Services

After decade's development,the government purchase of public service has achieved remarkable results in many aspects.However,there are many risks still facing by participants.At present,the risk is a vague concept in public.The risks were divided into different categories as the different understanding of the concept.The measures for risk prevention and controlling are lack of feasibility and the government is the only force that could be relied on.This study is aiming at improving the efficiency of risk governance in the government purchase of public service.First of all,this study redefined the risk in public services purchase through literature reviewing.Secondly,based on the risks exposed by the current practical cases,the risks were reclassified into three categories according to the subject partioipated in purchasing through text analysis.The Purchasers may lead to the risks of finance excess and wasting,power rent seeking and corruption,and public service quality degradation.The sellers may undertake the adverse selection risk,monopoly risk and moral risk.The public may lead to dislocation of supply and demand of public services and government's credibility damaging.Finally,through interviews with the participants of the public services purchase,the causes of the risks were analyzed in depth.The imperfect laws and regulations in the external environment,the slight effect of internal and external supervision in the local practice and abilities lack related subjects are the main causes of the risks.Combined with the theory of risk governance and the shortcomings of current practice,in order to reduce the risk in public services purchase,we should first improve the risk governance system for public service purchase by setting up a multi-level risk governance committee,building a risk exchange platform and constructing the risk accountability mechanism.Secondly,we need to improve the subjects' abilities of risk governance.The purchasers should strengthen risk conception,enhance the abilities of contract management,and cultivate more professionals in risk assessment.The sellers need to enhance risk responsibility identification.The public should engage more in risk governance for their own interests.This research responded to the problems of risk governance in public service,but there are still some shortcomings.Firstly,the subjects involved in the study are mainly from government departments,few sellers are interviewed.Secondly,the relevant documents during the research process needed for deep analysis are not available because of their privacy.To make up these shortcomings,more participants should be interviewed and more documents should be collected as evidence in future research.
