Scholars of Chinese Politics have paid much attention to the cadre management system for over decades.Based on the facts of multi-nationality,large population and vast territories,the state governance of China has to deal with serial complex relations between the central and the local,as well as the state and the society.Cadre group,as an important organizational foundation and action force,plays a key role in the front of the "multi-act drama" of the great nation.Therefore,the training mechanism of these political talents and its impacts on various practice of state governance are the core link in understanding China's political,economical and social development.Cadre rotation is a distinctive training and empowerment mechanism in contemporary China,which deserves more attention.It is not only the consequence of the reform on Cadre Personnel System,but also related to relevant institutions and practice with the CCP during the New-democratic Revolution and the early days of the PRC and even the reign of the Chinese Empire.On the one hand,the immediate deployment based on specific policy in early times has transferred to systematic and conventional arrangement of cadre rotation institutions in current times,which has been continually improved as a training and empowerment mechanism of reserve cadres.On the other hand,the rotation practice of cadres in the early days has accumulated a wealth of practical experience,and the evolution of rotation mechanism demonstrates the Party's oscillations and striving for balancing the institutionalization of the governing and flexibility of the regime.Generally,the institutionalized cadre rotation involves three different patterns: rotations between the branches of party/government and other organizations such as universities,mass organizations,and state-owned enterprises(diaoren),rotations among various branches or regions within the party and government(zhuanren)and temporary rotations(guazhiduanlian).All of these significant patterns remain a variety of institutional arrangements and practical forms in actual operation.Cadre rotation means a full range of experience among different systems,regions and departments,which is of vital importance in the expansion of talents recruitment,structure optimization of cadre and facilitating coordinated development between regions.This thesis traces the origin and evolution of the cadre rotation mechanism,and shows the diverse characteristics of the rotation experiences among various types of cadres in the governance of great nation,based on historical documents,typical cases and relevant data.Obviously,the training process in cadre rotation is different from the western democratic election or bureaucracy based on merit.However,it is a training mechanism of political talents with significant Chinese characteristics.
