This is a dissertation which analyses and discusses the advantages and disadvantages of the Task-based organization and management.Following the quick development of technology and society,managing the Task-based organization has become one of important structure part about that a prefecture-level city government improves and promotes local economic and social development.However,some problems such as institutional expansion,power corruption and revocation difficulties,which make the serious effect in the using of Task-based organization and impede the rise of work efficiency in government.Now,this research tries to find out a helpful exploration for fully excavating the flexibility,changeability,high efficiency of the Task-based organization and management,in order that promote the significant management to be a higher useful and quality organization structure.This report introduces the organizational life cycle theory into the microcosmic field of task-based organization and management,and analyses the important contribution of the local economic and social development from the Task-based organizations in the J city through the interview method,also found some problems inside.According to the analysis of the Task-based organizations in the J city,three problems namely institutional expansion,power corruption and revocation difficulties will be showed and discussed in the article.In the basis of the interview method and case analysis,using the organizational life cycle theory to summarize four main unfavorable factors of the Task-based organization and management in J city.The unfavorable factors include the lack of management philosophy,faulty official system,duties losing and unclear supervision system.This paper makes a research by the organizational life cycle theory and the holistic governance theory,for increasing the benefit of the Task-based organization and management,building a good official system of the Task-based organization,reforming the governmental agencies,constructing an effective supervision system and others.Lastly,this author tries to change or improve something by his research,for example,the Task-based organization can become one of higher quality official system in this country,or building a modern prefecture-level city government organization with normative,coordinated operation,fair and transparent,clean and efficient.It believes that is a great practical significance for deepening administrative reform in our government.
