In recent years along with our country tax revenue environment changing and specialization of national tax system,legal system,the progress of information technology,human resources management in the national tax department in the process of new problems and new things emerge in endlessly.And largely represents the image of the national tax departments,and most strongly linked to the taxpayer of national tax departments at the grass-roots level,the problem is particularly prominent.Large number of national tax system of civil servants at the grass-roots level in tax for the first line,facing the complex work environment and high standard requirements of tax collection and administration,special and personalized service object,what way can maximum limit to ensure that the norms of civil servant's daily behavior,improve efficiency and make them actively involved in the day-to-day work,will directly affect the image of the party and the government in power,is related to the government's efficiency and service level of the people.For a long time,in the public sector human resources management is the core position of incentive mechanism,the effect of play not only affects the construction of civil servants,but also affects the government's administrative efficiency.Due to the national tax departments at the grass-roots level civil servant's special status,give full play to the incentive mechanism for the promotion of national civil servants at the grass-roots level,comprehensive and profound significance.Based on the national tax departments at the grass-roots level of civil servants incentive mechanism as the research object,after studying the domestic and foreign relevant incentive mechanism on the basis of the theory and practice,the selection of qixia city national tax bureau as the research object,through questionnaires and other ways to obtain relevant data and result analysis,aiming at the existing problem of national tax incentive mechanism of civil servants at the grass-roots level and the reasons put forward countermeasures and Suggestions of improvement.Paper is divided into six parts:The first chapter introduction,narrates the research background and significance of this article,research ideas and methods and literature review at home and abroad.The incentive mechanism of the second chapter introducesthe related concepts and theoretical basis.The third chapter in qixia city national tax bureau for example,on the current situation of national tax departments at the grass-roots level of civil servants incentive mechanism is analyzed.The fourth chapter according to the status quo of qixia city irs civil servants incentive mechanism analysis of the existing problems and the reasons.The fifth chapter puts forward the improvement of qixia city the irs civil servants incentive mechanism countermeasures and Suggestions.Chapter 6summarizes the whole content of the article,and the national tax departments at the grass-roots level of incentive mechanism of civil servants has made the outlook in the future.
