In the development history of human civilization,education is undoubtedly playing a vital role.In modern society,the right of education is also protected as a fundamental right of citizens and an integral part of human rights.Disabled persons should enjoy the same right to education as other citizens.Education is not only a means of spreading culture and accumulating knowledge,but also a bridge of changing society and creating society.As a member of society,almost no one can live a good life without education,let alone the disabled.People with disabilities as vulnerable groups need more attention than others.In China,there are more than 8,000 million people with disabilities.More attention should be drawn towards how to ensure their right to education.The development of special education can't rely solely on the charity or donation of individuals,it also calls for the guidance of laws and regulations and government support.The first special education school in China is Nantong deaf and mute school,funded by the famous industrialist Zhang Qian in 1916.From then on,in 100 years of development,China's special education has experienced the slow development of the Republic of China to the boom period since the reform and opening up.Special education legislation started from scratch and gradually formed a complete system.Notably the special education law has made some achievements in enhancing its integrity.At the same time,problems can't be ignored.In the boom period of special education in China,this paper takes Gansu Province as an example to discuss concerns about law of special education,and makes suggestions on the legal improvement of special education in Gansu through comparative study of domestic and foreign laws.This article analyzes and explores the theme from four aspects:The first part briefly introduces the related concepts of special education,and.analysis of the legal causes for current problems is made in the development of special education in Gansu Province.The second part points out the problems in the development of special education in Gansu Province,and progressively analyzes its underlying causes.In the third part the possibility of perfecting the legal education in Gansu province is further demonstrated,thus making suggestions on the improvement of special education law throughcomparative study in Gansu Province.
