The Research Of Government Responsibility For Environmental Nimby Conflicts Governance

In recent years,along with the acceleration of urbanization process,problem of conflicts due to the construction of environmental NIMBY facility increasingly arouse social attention.Negative external damage from environmental NIMBY facility and the awakening of public awareness of rights is the key cause to such a conflict,and the unequal distribution of costs and benefits cause competition among stakeholder parties,therefore,to speed up governing environmental NIMBY conflicts becoming levels of government must take up the responsibility,which is a undoubtedly huge challenge.In the critical period of social transformation,conflicts and opportunities coexist,the key lies in the government's responsibility to choose from.This paper is based on government responsibility of environmental NIMBY conflicts management as the focus of discussion to start.First of all,it defines the concept of government responsibility,its value orientation and global impact.Secondly,it introduces the basis of governance,including the theoretical basis,realistic basis and relevant practical experience.Again,it illustrates and analyzes the current situation and some paths of government management,as well as the performance and roots of the lack of responsibility of current governance,and it is worth noting that since the reform and opening up,summarizing the implementation way of government's responsibility in many environmental NIMBY conflicts,there are four: the government compromise and to stop or relocate the project;the government perfunctory and continue to build the project;the government and the public's opinion neutralize and to carry out the project after improving;situation of stalemate,the situation is stalemated and the officials and the public is gaming.Finally,this paper build the interactive and win-win mechanism among the government,the public and the society and give countermeasures for government responsibility implementation in environmental NIMBY conflicts governance to sublimate the whole paper.The study finds that,achieving government responsibility is imminent,therefore,this paper proposes five countermeasures: clarity government's functions and improve accountability mechanisms;sound channels of expression and resolve conflicts timely;listen to the public opinion and optimize policy-making;select effective means and perfect compensation mechanism;play the media function and regulate the public voice.This paper uses literature research,comparative analysis,case analysis and other methods to carry out research.This paper concludes that,the difficulty for environmental NIMBY conflicts governance is the NIMBY facilities both have commonweal and risk.The purpose is to serve the majority of people,but the risk is borne by the small number of people,and this paradoxical dilemma will not go away.Therefore,the paper argues that it is important to define the responsibilities of the government.
