Reseach On Marxism's State Theory And The Modernization Of China's National Governace

Third Plenary Session of the Party's eighteen proposed the overall goal of deepening the reform,namely,“to improve and develop the socialist system with Chinese characteristics,promote national governance systems and governance modernization.”Thus,the “modern governance” has become the new idea of party's governing and administration.“Modern governance” is not proposed without reasons,it has a profound theoretical foundation—Marxism's state theory.Marxism's state theory is an important part of Marxism,which is rich in content.In this paper,the content of the Marxism's state theory are analyzed,the State originated in the division of labor and private ownership,nature of the state is the product of irreconcilable classes contradictions;the state has two functions : political domination and social management;the civil society decide the nation,nation rule society,State will go back to society.Based on the analysis of the Marxism's state theory above,explain the governance theory of Marxist theory of the state's deepening development from the perspective of history and logic,then analyzes the important content of modern governance,notably:a modern concept of governance,national governance systems and the modernization of national governance modernization.Finally,the Marxism's state theory as a theoretical guide to explore the multidimensional promotions of national governance modernization.To adhere to the five development concept—“innovation,coordination,green,open,sharing” as a guide to promote the concept of governance modernization;we must have correct values to guide the improvement of modern governance,we must actively cultivate and practice the socialist core values;we must correctly handle the relationship between government and the market in the grasp of economic development on the basis of the new normal,and improve the ability of the Government to promote the sustained and healthy development of the economy;and let the government and society have the simultaneous development,building a modern governance system,improve the administrative capacity,innovate social governance mechanisms to enhance the livelihood security capabilities.To fully tightening party discipline,uphold the party's leadership,strengthen party building,it is assurance of promoting the modernization of political governance.To fully govern the country with law is tehe political security of promoting governance modernization,to build China 's legal system of socialist characteristics,and constantly improve leaders' capacity of using the law and the thinking modes.
