With the rapid development of China's large and medium-sized city economy,the number of private cars in China,the rapid growth of private cars into the family scale.Fujian Quanzhou City,a considerable number of existing commercial buildings,office buildings,residential areas lack the necessary parking garage,open space area and fewer cars parked everywhere,seriously affected the city residents travel,traffic and the quality of life,the problem of parking in the city has become an important issue affecting the sustainable development of the city.According to the city parking problem not only with dynamic traffic congestion,but also affects the city's economic and social development,become a difficult problem that the whole city management.To ease the contradiction between supply and demand of parking is an important aspect of city planning,to play the function of the road,and is of great significance to alleviate the traffic pressure.Although the reasons for this situation are in many aspects,such as parking spaces,city planning and design forward-looking enough etc..And the government is the city manager,the behavior of the government,have a direct impact on the status of parking,this paper will focus on the government in the city parking management behavior,from the perspective of government management,there is a problem of rigid management system,policies and regulations are not perfect,so that our city parking resources are not fully effective use.The public can not effectively meet the parking demand.The government behavior plays an important role in the management of parking,the need to improve the management mechanism and policy system,planning should be forward-looking,but also need to promote the application of new technology,cultivate and improve the market and solve the problem of parking.
