Research On The Construction Of Public Service System In Guangdong Province

Public legal service is an important part of the basic public service.It plays an indispensable role in protecting people's livelihood,safeguarding the rights of citizens,and achieving social harmony and stability.The public legal service system aims to maintain the legitimate interests of the people,,and resolve social disputes,reduce the mass incidents and petitions so as to promote the development of economy and social innovation,and maintainsocial stability.In recent years,our country pays more and more attention to the rule of law.The Party's the fourth Plenary Session of the 18 th CPC Central Committee had a special subject study on the rule of law and considered and adopted the "decision" of the CPC Central Committee on promoting a number of major issues of rule of law.It also drew up an important plan in promotingthe rule of law throughout the whole country,anddecided to take the construction of urban and rural public legal service system as an important part in government functions transformation.Some provinces and cities,such as Jiangsu,Zhejiang,Beijing made preliminary exploration in this issue and tried some effective measures.Guangdong also attaches great importance to this work.Through several years of efforts,Guangdonggradually expandsthe service team,gains financial support and witnesses the initial social benefits.However,the lack of legal service personnel,and scattered resources leads to low efficiency and high cost.Also,imbalancein Guangdong's development restricts the development of the work.Because of the study of establishment of public legal service system in our country has a relatively short history,it still focuses on theoretical research.Moreover,those theoretical research is based on the environment abroad and less suitable or mature at home.Based on the practice at home and abroad,combined with the actual situation of Guangdong Province,this article adopts the theory with practice,focusing on the main problems in the construction of public legal service systemm in Guangdong province.Then,it puts forward some ideas and Countermeasures for the construction of "public legal services platform".It balances the limited resources to create a "big focus" platform,aninformation platform,a phone platform to achieve the formation of the "one door,one net,one service model.In order to provide basic public legal services for the general public,to ensure the smooth operation of those platforms,the article proposes some measures.Enough financial support,good service standards,reasonable resource allocation,correct assessment and other measures can ensure a better construction of public legal service system and the good operation thereafter.
