The Problems And Solutions Of The Government Supervision In The Power Industry In Huizhou

The power industry plays an important role in our country and people's life,so with the transformation of the government's function,the concept of supervision has changed from control to service,which will also accelerate the supervision process of the electricity power industry.According to some relevant laws and regulations of the government,the supervision of the electricity power industry will specifically focus on the price of electricity,the service quality and safety during some economy activities,aiming to maintain the stability of the electricity market and ensure the legal interest of the main part of the whole market,which will help the electricity power station work safely,reliably and steadily.China's electricity marketization reform is a complicated process,during which there are many controversial issues,such as green scheduling or economic dispatch,the doubt whether the power station should be permitted to be involved in the electricity market and so on.All the problems have appeared since the establishment of the economic market and the development of China electricity market,which reflect China's present situation and are hard to solve according to the international experience.This paper will emphasize the supervision of the electricity transmission and distribution field,which is monopolized by the State Grid and China Southern Power Grid.Therefore,it's important to analysis the present supervision situation of Huizhou electricity power industry,especially focusing on the supervision of Huizhou Bureau and the relevant enterprises.With the promotion of the electricity power supervision reform,Huizhou electricity industry has achieved a lot.However,because of the gradualness of the electricity structural reform and inertial system of planned economy,there still exist several problems in the electricity power supervision department in Huizhou.So it's necessary to pay attention to these problems and take active measures to solve them,which will not only benefit the improvement of the electricity power supervision system but also help promote the further development of the electricity power industry.Therefore,the electricity power supervision department should not only cooperate with the electricity power enterprises at the very beginning of the new regulation of the electricity market,but also strengthen the relationship with the enterprises and the academic circle in the whole process of the electricity marketization reform.This paper aims to analysis the the present supervision situation of Huizhou electricity power industry and accept the fact that Huizhou electricity industry has achieved a lot by literature analysis method,the experiential summary method and empirical researches.So far,the electricity supervision departments have been strengthening the execution of relevant laws and regulations,improving the service of electricity supply,promoting the ability of dealing with emergencies and enhancing inspection of the construction budget and planning construction.Meanwhile,this paper also illustrates and analysis the present supervision problems of Huizhou electricity power industry,such as the imperfection of the legal system,the supervision decentralizaiton,the dependence of supervision departments and the defective indoor supervision system.Therefore,this paper will put forward some strategies and suggestions on the improvement of the supervision of electricity power industry on the basis of the transition of the governmental functions and the standardization of the enterprises,stressing the importance of improving the relevant legal system and formulation of the supervision regulations,which will be beneficial to the foundation of legal,scientific,effective and diversified supervision system carried out strictly.
