Research On Government Regulation In The Context Of The Reform Of Commercial Registration System In China

The commercial system(commercial registration system)is an important part of the socialist market economic system.China's commercial system is born out of the Planned Economic Systems.It hindered the development of the market economy.In November 2013,the Third Plenary Session of the 18 th CPC Central Committee decided to reform the commercial registration system by changing from the "Permission First" to the "License First" to relax the market access conditions.The establishment and operation of the commercial subjects are being implement of a new "wide entry strict regulatory" mode.The reform of the commercial system involves great changes in the administrative examination and approval system,It will bring great influence to the public management.G City from January 1,2014 onwards the formal implementation of the commercial system reform,after that,the vitality of commercial subjects were greatly activated,especially by the reform of “joining together of three certificates” and “joining together of five certificates”.But at the same time,the lag of legal system leads to poor cooperation and resource sharing between departments.The government is facing a series of new problems that can not be supervised by the existing legal system.Only in-depth study to solve these problems,the reform of the commercial system can be effectively implemented.This article proposes suggestions to improve the supervision of government departments by taking the reform of commercial system in P District G City for example,learning from the successful experience of the implementation in domestic and abroad,helping the government to serve enterprises better,and to develop the market economic system better.It consists of five chapters:Chapter 1: clarify the background and significance of the research.Chapter 2: introduces the basic characteristics of the reform of the commercial system and the changes brought about by the public management and Government regulation.Chapter 3: analyzes the problems and causes of the Government regulation(mainly market supervision)in P district since the implementation of the commercial system reform.Chapter 4: analyzes the excellent experience at home and abroad.Chapter 5: Suggestions of the thought and countermeasure of changing of the Government regulation.
