Research Of Location Selection Predicaments And Countermeasures About NIMBY Facilities

In recent years,with the fast development of urbanization and modernization,the government in order to meet the social public needs and stimulate economic development.Local government want to build many large public facilities,such as waste incineration,crematorium,gas station,substation,mental hospital,rehabilitation etc..These facilities are facing a dilemma,on the one hand,in order to meet the growing needs of public service from people.Every citizen wants to build more and more public service facilities,enjoy the benefits of public service facilities.On the other hand,they bring negative influence,such as deterioration of living conditions and threats to health to residents nearby.People do not like this kind of NIMBY public facilities build in their own neighborhood.That is the reason for the diversity of expression of these public facilities is difficult.With the enhancement of consciousness for environmental protection,the NIMBY conflict is increasing,many places are encountering NIMBY conflicts and nearby residents are against to NIMBY facilities.NIMBY conflicts become a big problem that the government cannot avoid but to face.Taking Huizhou waste incineration as the case,study on the location selection of NIMBY facilities in-depth.Has a strong practical and theoretical value to the local government solve the NIMBY problem.Firstly,this paper analysis the NIMBY concept and characteristics of the NIMBY phenomenon theoretically,and describe the cause of the NIMBY phenomenon.Secondly,based on the Huizhou waste incineration,adopt the questionnaire and SEM empirical analysis show the fail reasons of Huizhou waste incineration,then put suggestions to improve the location of public acceptance of Huizhou waste incineration.Finally,puts forward the countermeasures and suggestions to optimize the location of the public facilities.In order to solve NIMBY conflicts raised in the site-choosing and operation of waste incineration,the government should strengthen the risk management of waste incineration,introduce the risk communication mechanism and ensure public participation.Meanwhile the government also should improve compensation mechanism and public policy decision mechanism at the same time.
