A Research On The Cross-regional Investigative Cooperation Of Drug Crime Cases

The behavioral linkages and regional crossings in drug offenses are becoming more and more pronounced,so,it is important to carry out the cross-regional investigative cooperation to combat drug crime.In order to meet the need to combat drug crime,the organization,operation mode of the cross-regional investigative cooperation of drug crime cases are showing some unique characteristics.At the same time,there are many problems in it which hindered the formation of reconnaissance forces and reduced the efficiency of investigative cooperation.The reason is there is a problem with the distribution of benefits in the crossregional investigative cooperation and this leads to the situation of interest torn.The complex relationship of interest is the source of various ills,but it is also the key to open the deadlock of the cross-regional investigative cooperation.We should break the closed and backward concept of cooperation,stimulate the enthusiasm of the main cooperator from the perspective of interestdriven,make targeted improvements to the current cooperation model by building the related mechanisms,formulate a reasonable benefit-sharing strategy,then form the benefit sharing community between some specific areas.This article is divided into four parts: The first part is about the comments on the theory and practical experience of the cross-regional investigative cooperation.This section clarifies the basic concepts of cross-regional investigative cooperation,highlights the need for regional cooperation and its own characteristics in the course of detection of drug cases;The second part is about the basic pattern of the cross-regional investigative cooperation of drug cases.The author analyzes the basic pattern of the cross-regional investigative cooperation of drug cases from the perspective of organization and operation,discusses the characteristics of the behavior patterns of regional public security organs and the root causes of these related behaviors;The third part is about the analysis of the dilemma of cross-regional investigative cooperation of drug cases and the causes behind these dilemma.In this section,The author summarizes the typical dilemma of the cross-regional investigation cooperation of drug cases,the analysis of the reasons is achieved by analyzing the management system,the supporting elements and the performance appraisal mechanisms.The fourth part is based on the first three parts,the author puts forward a specific idea about how to construct the relevant mechanisms.The construction of the relevant mechanisms revolves mainly around the main idea of building a Benefit sharing community between some specific areas.The core ideas includes stimulating the endogenous motivation of the main cooperator,enhancing the interaction of the organizational structure of the cross-regional investigative and strengthening the intervening ability of the higher level public security organs.
