An Analysis On The Police Culuture And Sports Activities In Henan Province

As public security reform is deepening,the strategic position of police culture becomes more and more important.As the soft power of the public security organs,police culture plays an important role in cohesion of police force,the cultivation of taste,image presentation,and the promotion of combat effectiveness.Thus police culture is closely related to police force construction.Since the new China was founded,the vigorous development of public security literature and arts and sports activities,has become an essential part of police culture,playing an irreplaceable role in promoting spirit value of the police,development concept,management system,the fusion of all functions and practice efficiency.Under the leadership of Police Literature and Arts Association of China and Chinese avantgarde sports association,the provincial public security organs have carried out activities in various forms,but judging from the current circumstances,different levels of public security organs' culture construction differ a lot,and the functions of cultural activities have not been fully displayed.In order to target on the practicalness and potential value of cultural activities and sports,this paper selects Henan Province as the research object,for its representativeness of the economic level,population density,scale of public security team in the country,and some typical public security departments with the function of cultural construction within the province,analyzing the status quo of police culture in Henan Province at provincial,city and county level.Henan province public security activities have played a tremendous role in enhancing the overall quality of the police occupation,stimulating the sense of honor,building a harmonious relationship between the police and the public,but it differes a lot at different levels of public security organs within the province.In order to find out the reasons in practice,this paper takes Xuchang City Public Security Bureau and the Dengfeng Municipal Public Security Bureau police force as the sample with a questionnaire,and combines the data collected with an analysis of the problems in Henan Province public security activities,in four aspects: the system construction,function recognition,event planning and personnel training.This paper adopts the methods of literature research,empirical research and interdisciplinary research,and proposes some countermeasures and suggestions based on the problems in cultural and sports activities of public security in Henan province: one is to strengthen top-level design,scientific design of public security mechanism and formulate working system of cultural and sports activities,laying the foundation for various activities;the second is to carry out diverse activities,targeting on police work and integrating local features,and enrich cultural and sports activities to stimulate the enthusiasm of the police;the third is to advocate the idea of humanistic philosophy,provide more opportunities for police personnel while at the same timepaying attention to the common desire among the police force,and encouraging personal development,giving full play to the subjectivity of the police;the forth is to draw lessons from the advanced experience of other public security organs,with both innovation and inheritance,to provide more reference for Henan police activities.This paper hopes to contribute to the development of police culture in Henan province and even the development of police culture in the whole nation.
