With the rapid development of China's economy and society and the accelerated urbanization process,some new characteristics come forth in the process of urbanization in our country,one of which is the new urban district as a new urban form in our country has sprung up.Under the macro background of the risk society in the current,the new urban districts are at the forefront of high risk of emergencies because of its special geographical location,new urban form and development process.However,resources dealing with emergencies are not perfect in the new urban districts,and the ability to respond to emergencies is still very weak.Through the research on the response to the emergency of the new urban districts,it is possible to help the government,the police and the whole society to establish a clear crisis consciousness,to enhance the response ability of the emergencies,to reduce the losses caused by the emergencies,and to enhance the image and the credibility of the government.In this paper,based on the basic theory of crisis management,through document analysis,field research and other research methods,the paper summarizes the urban,new urban districts and emergency response to the relevant theories.This paper emphatically analyzes the characteristics of the new urban districts,the characteristics of risk,the types of emergencies and the main difficulties in emergency response of the new urban districts in China.On the basis of this analysis,this paper combines the theoretical summary and the practical experience of dealing with emergencies in cities and the new urban districts,and puts forward the proposal to improve the emergency response ability of the new urban districts.The proposal in this paper focuses on the two parts of the emergency preparedness and emergency disposal mechanism of the new urban districts.The two parts are linked closely to play a role in enhancing the ability to deal with emergencies in the new urban districts.
