More and more government departments are aware of the importance of performance evaluation as the core of the internal management of the organization into the development strategy in the context of performance evaluation becoming increasingly recognized as the incentive model for evaluation.Improve organizational and staff performance to achieve strategic objectives.As an important administrative law enforcement and public service department,how to improve the performance evaluation system through scientific construction of performance evaluation index system is not only a way to maximize organizational performance,but also to construct a performance evaluation system.Strategic Initiatives of the Service Finance Sector.Based on this,this paper chooses Nanchang W District Finance Bureau as the background case,based on performance management theory,new public service theory and principal-agent theory,on the basis of discussing the connotation,characteristics and methods of performance evaluation of local finance department,The Applicability and Application Process of Balanced Scorecard in Performance Evaluation of Local Financial.Then,it summarizes the current situation of W District Finance Bureau's organizational performance evaluation,analyzes all the problems and reasons in all aspects of its performance evaluation,and then uses the Balanced Scorecard to construct the performance evaluation index of W District Finance Bureau.The index weight is determined by analytic hierarchy process model.Finally,the annual performance data of W District Finance Bureau is selected as the reference,and the fuzzy comprehensive grading method is used to evaluate the performance of W District Finance Bureau in 2015.The performance evaluation index system of local financial sector,including financial,customer,internal management process,learning and growth,is composed of 22 third-level indicators,most of which are quantitative indicators,based on the Balanced Scorecard.In addition to the evaluation system can be on the local financial sector or subordinatedepartments of the performance of specific intuitive evaluation,can also be compared with previous years,so as to local financial sector performance evaluation to promote performance improvement and management optimization provides a reference and Reference.
