The Construction Of Local Government's Performance Evaluation Index System Based On The Balanced Scorecard

Government's Performances Evaluation, which is the latest research field in modern public administration, is a valuable method of multiply appraising government's efficiency and improving government's function. After China's entry into WTO, there are unprecedented challenges in the politics, economy, culture and so on, and the quality of government's managing social affairs must be higher and higher. Under such macro-circumstances, it is necessary to establish a set of full and normative system of government's performance evaluation in order to overcome the defects in government administration to promote the innovation in government's system and to improve government's performance. In this thesis, the reason why Baiyin is taken as the research object, firstly is that it is an economic transitional city, which is typical and representative in economic level, social structure and industrial base in the western region, and if a set of complete and excellent government's performance evaluation for Baiyin is founded, it will be significant for western provinces and cities' governments to improve the efficiency in all, and secondly is that the author has lived there for many years and has known well the specific situations.The construction of local government's performance evaluation index system is a foundational project of establishing performance evaluation.
