Corruption has been acknowledged as the national and social development of cancer,is a worldwide problem.In China,anti-corruption is a problem of the concern of the whole nation and society.Corruption cause someone of their own quality,but more direct reason is due to institutional defects caused by corruption.China and Russia are the two neighboring countries,in their long history,the social development of the two countries had come basically the same way,but also have different experience.After the collapse of the Soviet union in 1991,although the ideology of the two countries have different,but in the aspect of political and economic transition has many of the same content.Because of this,the two countries in transition in the process of corruption,although has its own characteristics,but also has many of the same aspects.Under such a background,this paper,by using the method of literature review,comparative research of the two countries,the overall scale,the causes of corruption,features and characteristics and the cause of the civil servant's corruption between China and Russia as a simple comparative analysis,through the theoretical foundation of the system of civil servant's corruption between China and Russia,the present situation of the current civil servant's corruption,the comparison of the anti-corruption system between China and Russia,especially in the prevention system and supervision system,and compares the similarities and differences between two countries anti-corruption system,hope to the civil service system of anti-corruption of Russia and China have a comb,also hope that more transparency,civil servants to civil servant system between China and Russia to become more professional play a certain reference significance.
