Research On Administrative Legislation In Regional Governance

The governance of public affairs in the process of regional economic and social integration needs to be based on the corresponding system and norms.The common legislation in the area is called the regional administrative legislation.The common legislation in the region for common matters is called regional administrative legislation.Administrative legislation is necessary in regional governance,and its normative function,mediation function and protective function should be brought into full play.However,in practice,both the central administrative legislation and the local administrative legislation have many shortcomings and various problems.In the central legislation,public policy compared to the law plays a dominant function,the lack of law norms of regional governance and macro guidance law;legislation in place,there is a conflict between the local legislation,local legislation does not match each other,coordination.Propose a basic law of regional governance,the central and local legislative authority in the area of governance in the reasonable allocation,adjustment mode and realize the combination of hard and soft law,better play the positive function of local administrative legislation in the area of governance.This paper is divided into five chapters.The first chapter is the introduction,which introduces the background and significance of this study,the dynamic analysis of the current research situation,and the content and methods of the study;The second chapter introduces the basic theory of administrative legislation in regional governance,and introduces the necessity of administrative legislation in regional governance from three aspects,and reflects the function of administrative legislation in regional governance;The third chapter analyzes the present situation of administrative legislation in regional governance,and puts forward the current problems and the causes of the problems from the three angles of central,local and administrative legislation coordination;The fourth chapter introduces the American interstate agreement and demonstration law on China's regional governance,and puts forward suggestions for the later chapter;The fifth chapter introduces the specific suggestions of administrative legislation play a function of regional governance in order,from the administrative legislation and Legislative Coordination two aspects to improve,give full play to the positive function of administrative legislation,and the Legislative Coordination to compensate for the negative power of administrative legislation in the regional governance.
