Research On The Predicaments And Countermeasures Of City Appearance Management

The city is a complex ecosystem and city management is a comprehensive work that involves sanitation,buildings and facilities,landscaping,environmental protection,vendors management,public transportation,municipal management etc.In large cities,such content and their relationship is more complex and varied and puts forward higher requirements to government departments.Currently,city appearance management in Zhabei District in Shanghai is also facing a lot of predicaments.There is a big gap between the pursuit of short-term interests of management and the public outcry and expectations.We need to re-examine and find the original management problem and build a set of advanced management model in line with today's urban development and public expectations.Firstly,starting from the city management theory,based on the theory of public goods and urban governance theory,the paper pointed out that the city environment is a quasi-public goods with external effects and the need for active intervention of government departments.The government can use multiple subjects and multiple system forms of governance arrangements to meet the public's needs.Secondly,in order to study the city appearance management in Zhabei District in Shanghai,I surveyed multiple related city appearance management departments in Zhabei District and analyzed the existing regulatory agencies,departmental responsibilities and organizational structure.Based on the above research,I pointed out several majorproblems currently existing in city appearance management: bull management and overlapping functions,complex city environment ills,unsustainable management model.Analysis of deep-seated reasons behind,it is mainly due to imperfect management mechanism,imperfect laws system and lower social participation.On this basis,this paper puts forward the following suggestions: Firstly,improve the legal system and coordination mechanisms,including mature urban management laws and regulations,improve joint conference system,deepen city environmental sanitation responsibility area management.Secondly,innovate the management model for overcoming ills of city appearance,including improve the city grid construction management,introduce model of government purchased services,integrate multi-resource to fill supervision power on city appearance management,strengthen evaluation and supervision mechanism.
