Research On Management Mechanism Of City Appearance And Environment In The Context Of Rapid Urbanization

With the advance of rapid urbanization,the management of city appearance and environment has become an important sign and direct manifestation of comprehensive management level of a city.As city appearance and environment directly influences the overall image of a city,excellent city appearance and environment can not only reflect the overall style of a city,but also reveal the management ability and degree of civilization.Currently,Pingshan District is under city appearance and environment management,but there are all kinds of problems,such as the lack of systematic and effective management means.Therefore,it is necessary to actively promote the long-term effect and sustainability of city appearance and environment management,reflect on management mechanism and ideas of city appearance and environment and establish a management mechanism of city appearance and environment in line with regional conditions.First of all,based on relevant theories of public goods,urban governance,refined management and city appearance and environment management,problems existing in the present management of city appearance and environment of Pingshan District,Shenzhen City are pointed out.Secondly,the problems and the causes for the problems are analyzed from four perspectives of organization system,guarantee for administrative law enforcement,construction and management of sanitation infrastructure and public participation degree.Lastly,by referring to city appearance and environment management experience of domestic and foreign developed areas,suggestions for establishing a city appearance and environment management mechanism for Pingshan District corresponding to the actual situation in Pingshan District are proposed:firstly,it is necessary to perfect laws,regulations and law enforcement mechanism as well as laws and regulations related to city appearance and environment management,to explore the reform of comprehensive law enforcement mechanism and to implement the main responsibility of city appearance and environment;secondly,management foundation of city appearance and environment should be reinforced and the construction of environmental sanitation infrastructure equipment,scientific management of sanitation services and comprehensive governance of villages in city should be further improved;thirdly,overcome difficulties in city appearance and environment by front-line implementation of "Walking in Pingshan" Rules,grid environment management and innovating in management mode of smart city management APP;fourthly,strengthen the supervision and assessment mechanism of city appearance and environment through five-in-one city appearance and environment supervision and assessment indexes;fifthly,raise the public participation degree of city appearance and environment through standardizing system,optimizing channel and shaping consciousness.
