At present,China is not only in the important strategic opportunities of social development,but also in the period of prominent social conflicts with austere challenge of risk.Traditional security threats and non-traditional security threats are intertwined,which makes the responsibility mission task to safeguard national security and social stability more difficult.The functions of the armed forces continue to expand,and the scope of task continue to expand.As the highest military leading organs,Armed Police Headquarters is the leading department of the military work and chief commanding organ of leadership,and also is the command center of the troops.It sustain great responsibilities of strategic planning,top-level design,organization and implementation,guiding the implementation and other important tasks in promoting the modernization of the armed forces.Personnel quality of the leading organs directly related to the level of army building height.Without high competency and ability,it is impossible to take on the responsibility of promoting modernization.For the armed forces is concerned,a rational structure,excellent quality,good management staff team is the key for the armed forces to better fulfill the diverse mission requirements in the new period and to safeguard national security and social stability responsibilities.Therefore,a comprehensive analysis of the current status of the competency and ability of the staff officers in the armed forces and in-depth study of exploring how to further improve the competency and ability,have important significance on thoroughly studying and applying the strategic thoughts of chairman Xi,construction of new organ with excellent strategy and fighting under the party command,and promoting the construction of command authority innovation and development in the new starting point.Based on the above background,this thesis investigated the current state of competency and ability of the staff officers under regiment level in Chinese People's Armed Police Force,which is based on the analysis and appraisal of the relevant literature and basic theory and the results of previous studies.We also put forward the corresponding countermeasures for the presence of question.Study include the following contents:First,on the basis of relevant literature and theory,the concepts of competency and ability of the staff officers under regiment level in Armed Police Force were defined.A framework and corresponding content of competency and ability were provided.Leadership trait theory,human resource development theories and iceberg model were summarized and analyzed to propose the five competencies and seven capacities for evaluating the staff officers.Second,a comprehensive investigation and analysis of the "five competencies" and "seven capabilities" were carried out on the staff officers under regiment level in Armed Police Force.On the basis of the overall status of the investigation,further difference analysis on various dimensions were conducted,including personal value,personal issues,self-awareness,mental status,working conditions,competence and other related content.Third,based on the analysis of survey results and interview content,the current problems exist on the competency and ability of the staff officers under regiment level in police headquarters of the armed police force were deeply discussed.We also have put forward the suggestions to improve the competency and ability of the staff officers.
