Strategic Pivot Countries And The Construction Of "Maritime Silk Road" In 21st Century

The change of regional international environment makes China's regional cooperation strategy face serious challenges,in other words,how to better serve the sustainable development of China.The development of the "21st century maritime Silk Road" and the strategic pivot country is a major strategy for China to deal with the external relations in the new era.Therefore,it should play the role of the "21st century maritime Silk Road" platform in the process of building the country,correct understanding of the strategic positioning of strategic pivot country,to deepen the relationship between China and the countries along the border,and to deal with inter regional strategic risks,constructing a new mode of regional cooperation and realizing the sustainable development of China.The main purpose of this paper is to set up the standards of strategic pivot country as well as how to achieve strategic docking between China and strategic pivot country in 21 st century maritime Silk Road.Thus,to achieve the strategic effect of "starting from individual districts and link them up,and gradually form a large regional cooperation".First of all,this paper starts from the space field model and the effect of the force field,and makes a theoretical analysis on the construction of the strategic pivot country of "21st century maritime Silk Road",and from four aspects,such as geopolitical forces,national groups,strategic position and strategic demands,to explain the connotation of strategic pivot country.Secondly,in order to further clarify the relevance of strategic pivot country,based on the analysis of the risks and challenges faced by the "21st century maritime Silk Road",emphasizing the construction of strategic pivot country is helpful to alleviate the strategic predicament of the "twenty-first Century Maritime Silk Road".And the three key elements of strategic pivot country construction are analyzed.Thirdly,through the analysis of the current situation of strategic pivot country,On this basis,the author mainly from five aspects: geographical location,historical ties,trade flow,facilities and strategic demonstration to investigate the strategic importance of the strategic pivot country,and from four aspects of political security,system security,material security and cultural security to describe the path of strategic docking between China and strategic pivot countries.Fourthly,in order to verify the correctness of the “5+4” Research Framework for the strategic pivot countries,the author chooses the key countries from the three main routes of the Silk Road in twenty-first Century to explain the potential of the country as strategic pivot country.Finally,by observing the strategic pivot country of the twenty-first Century Maritime Silk Road facing strategic risks,This paper argues that we should promote the strategic pivot country and the construction of the "Sea Silk Road in twenty-first Century" from four aspects of key initiatives,important elements,safety guarantees and directional guarantee.
