The Establishment Of The Strategy Pivot Countries Of 21^st Century Maritime Silk Road

Since President Xi proposed building a 21st century maritime Silk Road strategy, the strategy caused the height attention, how to build the 21st century Silk Road on the sea became an important issue. Because of the 21st century Silk Road on the sea the by a large number of countries, their the political, economic and cultural are different, which brought a major problem to the construction of the 21st century Marine Silk Road. The purpose of this study is to establish a pacesetter, also for future strategy in the 21st century "maritime Silk Road" strategic pivot country, it will be able to "fanning out from point to area, from the line to the film, and gradually form the effect of regional cooperation. At the same time, I the establish a strategic fulcrum of the country’s evaluation criteria, for reference of the future of international strategy.This article mainly has five strategic fulcrums, the geographical factors, economic factors, infrastructure elements, with Chinese elements of international relations and with great powers in the world or the surrounding elements of international relations to judge a country which is able to become the 21st century "maritime Silk Road" strategic pivot. At the same time, the I use the five modules to analyze if Thailand and Sri Lanka can become strategic pivot country’s potential, and draw a conclusion that Although the two countries each have advantages and disadvantages, but overall advantage is far greater than the shortcomings. As result, the two countries can be potential strategic pivot country.Finally, the strategic pivot of evaluation model is not only applicable to "maritime Silk Road" strategy for the 21st century, but also for the future of China’s national strategy as reference.
